It means that he/she must be collaborative for he/she may have the thought(vision) but may not necessary know the related actions (the way) to take in order to materialize the vision. ” First care for people and the people will care for the vision”. No other alternative. If so, you are no more a LEADER but a MANAGER( in civilian enterprise ) and a COMMANDER( in the military midst ).
